When Composer cannot find a package

A package nobody approved is not listed, so Composer says it could not be found.

A package nobody approved yet is not listed. Composer only says it could not be found, it does not show a reason:

$ composer require guzzlehttp/guzzle
  Could not find a matching version of package guzzlehttp/guzzle. Check the p  
  ackage spelling, your version constraint and that the package is available   
  in a stability which matches your minimum-stability (stable).
